Developing countries which are also landlocked are looking at ways of boosting their economic and trade competitiveness. Anchoring the needs of LLDCs, particularly those related to trade development, in a post-2015 planning process will help focus the international community and help ensure a coordinated response. The geographic challenges to trade are often heightened by poor infrastructure, inefficient logistics system and weak institutions, driving up transaction costs. Landlocked Developing Countries to be held from 3 to 5 November 2014 in Vienna, Austria. Low product diversification, a greater concentration of commodity-based exports and complex procedural obstacles to trade add further layers of difficulty for LLDCs to integrate into the world trade system. Such accession has direct and tangible implications for the business community since WTO agreements shape the international and national trading environments in which enterprises operate. The novel coronavirus has spread to over 200 countries and territories that are facing, in the words of the Deputy Secretary-General, “not just a health emergency or a humanitarian emergency but for the first time a development emergency.” The countries known as LLDCs are meeting in Livingstone, Zambia this week to discuss the Vienna Programme of Action. UN-OHRLLS also undertakes research on issues affecting the LLDCs.UN-OHRLLS plays a leading role in convening the UN System through the Inter-Agency Consultative Group for LLDCs and collaborates with UN agencies and other partners on joint events, publications and thematic initiatives to support LLDCs.Increasing global awareness and debate on development issues of relevance to LLDCs is a major area of focus for UN-OHRLLS. Additionally, recognising the importance of transit cooperation, the Office works to convene LLDCs, transit developing countries and development partners to ensure effective dialogue on boosting cooperation in meeting the transit related goals of the VPoA.UN-OHRLLS engages directly with LLDCs to ensure coherence between global discussions and national development priorities.
ITC is currently assisting the business communities of ITC believes that it is critically important that the post-2015 development agenda as well as the Sustainable Development Goals mandated by Rio+20 pay special attention to LLDCs. In 2012, ITC's support to LDCs, LLDCs, SIDS, and sub-Saharan Africa accounted for almost 60% of its total delivery.ITC supports LLDCs in addressing trade-related constraints by providing tailor-made solutions through the delivery of country-specific or regional programmes. The UN-OHRLLS holds the view that high transport costs due to distance and terrain detract from landlocked countries’ competitive edge for exports.
Since UN-OHRLLS was established in 2001, it has been working through a dedicated Landlocked Developing Countries Unit to mobilize and coordinate the United Nations system and other stakeholders towards supporting implementation, coherent follow-up and monitoring of the Programme of Action (PoA) for the Landlocked Developing Countries (LLDCs) at the country, regional and global levels. Some landlocked countries are quite affluent, such as Switzerland, Liechtenstein, Luxembourg, and Austria, all of which, excluding Luxembourg, which is a founding member of NATO, frequently employ neutrality in global political issues. Lacking territorial access to the sea and often contending with a difficult topography and harsh climate, LLDCs face high trade costs.
